In 1996, an expert group headed by Markku Lehto, Permanent Secretary at the Ministry of Social Affairs and Health, worked on a broad project focusing on the extent of poverty and social exclusion, and the necessary remedial measures. The group’s preparatory work also included the drafting of a memorandum intended as a background document for a seminar of experts convened in September that year.
The present report is based mainly on the work of the expert group. It summarizes the various dimensions and activities of the subject concentrating on the situation in Finland. This report is an updated version of corresponding report, published in April 1998. This report was compiled by Klaus Halla, a Ministerial Adviser at the Ministry of Social Affairs and Health, and Research Professor Matti Heikkilä from Stakes (National Research and Development Centre for Welfare and Health).
