Research for Evidence-Informed Decision-Making: Research Strategy for Rational Pharmacotherapy 2018-2022

This research strategy has been developed as part of the Implementation Programme for Rational Pharmacotherapy (Ministry of Social Affairs and Health 2018) in accordance with Prime Minister Juha Sipilä's Government Programme. The objective is to promote evidence-informed decision-making in the implementation of rational pharmacotherapy. According to the objective, by 2022:
• research on and development of rational pharmacotherapy are a part of the social and health services system,
• research is utilised diversely in informing decision-making in the social and health services system and in medicines policy, and
• research and allocation of resources to the research areas presented in the research strategy are strong.
The research strategy applies Donabedian's (1997) theory on quality of care, which divides factors influencing quality of care into three areas: structure, process and outcomes. Accordingly, the research areas in this Strategy have been divided into the following three areas:
• research on structures and operational preconditions promoting rational pharmacotherapy,
• research on the medication processes in diverse settings to promote pharmacotherapy and medication safety, and
• research on medicines use and effectiveness and economy of pharmacotherapy.
The research strategy describes the current state of research and proposes several ways for improving the preconditions for research. It is important to increase multidisciplinary networking and research collaboration, create preconditions for long-term research and new research openings, intensify the use of research resources and improve research infrastructure, and allocate research funding to research that promotes rational pharmacotherapy.
